homeless children and youth is responsible for ensuring that:

$  homeless students are identified
$  they are enrolled in and have a full and equal opportunity to succeed in school
$  they and their families receive all educational services for which they are eligible and referrals to health care and other appropriate services
$  parents are informed of educational and related opportunities available to their children and are provided with meaningful opportunities to participate in
