Last [date of letter] the [name of district or ISD]
sent a letter to each private school located within the district
requesting input from the school on the number of children with
disabilities enrolled who need special education services, the specific
services which the school wished to be provided, how the services would be
provided, and how the services provided would be evaluated.
We have received written responses from private schools located within
the district regarding the number of students with disabilities attending
their schools, the types of services requested to be made available, and
their views on how such services should be provided and evaluated. The
district is required to spend an amount equal to a proportionate share of
the federal funds which it receives under Part B of the Individuals with
Disabilities Education Act (IDEA) to provide services to children
attending private schools. The decision as to which services will be made
available depends upon the number and location of students attending
private schools and, after consultation with the various private schools,
is made in a manner which best meets the collective needs of the students.
Based on the responses we have received from the private schools and
other information available to us, there will be approximately [number]
students attending private schools located within the district who would
be eligible to receive special education services in the [insert
school year]. The majority of these students will require [insert
services]. The school district will expend a
proportionate share of Part B monies on students attending private
schools. The proportionate share of federal Part B monies is $________.
Regrettably, this proportionate share does not provide sufficient funds to
provide all services to all private school students. Therefore, the school
district must make decisions on how to spend the scarce resources to best
serve all students who attend private schools.
As the majority of the students who are attending private schools
require [insert services], the school district will provide
these services. The cost of providing these services will exceed the
proportionate share of federal funds available to serve the approximately
[number] students who will be attending private schools.
We recognize that these services do not provide every service students
with disabilities attending private schools may need. In attempting to
meet the needs of all students with disabilities who require services and
are attending private schools, the district must make some hard choices
regarding the expenditure of scarce resources. We believe that the
provision of the above services best utilizes the resources available in
meeting the needs of students with disabilities attending private schools.
The district will also provide the following auxiliary services under
Section 1296 of the Revised School Code during the [insert
school year] school year:
The district will provide these auxiliary services on your premises if
you make suitable facilities available for our use. In providing these
services on your premises, it must be understood that the staff providing
the services will be our employees and they will perform their duties
under our supervision and control. Any materials or equipment brought on
to your premises to provide the service may not be used for any other
purpose. Any religious symbols must be removed from classrooms or other
settings used in providing the services insofar as practicable. [If
the district is providing an IDEA service which is not also an auxiliary
service, an additional sentence should be included stating that either:
(a) the district will also provide this service on the premises of the
private school on the same terms; or (b) the district will provide this
service in an identified district building or buildings or a neutral site
and will furnish transportation.]
If any students in your school will be receiving services, your school
will be contacted (if it has not been already) to arrange for the
provision of these services and the development of an individualized
education plan for each student who will receive special education
services.
